THE STATE FISCAL EMERGENCY

In January 2008, Governor Arnold Schwarzenegger declared a State Fiscal Emergency. He proposed drastic budget cuts in State spending, incorporating a potential 10% across-the-board cut to State programs, including education.

His proposal to suspend Proposition 98 could mean $4.5 million less for Carlsbad Unified School District (CUSD) in school year 2008-09.
Our schools have already suffered deep and painful cuts. We, along with most educators and educational organizations in California, believe these cuts are unwarranted. As David A. Sanchez, President of the California Teachers Association, has stated, “Our students and schools did not create the current budget problem, and their futures shouldn't be ransomed because of it.”

CUSD RESPONDS WITH 3-PRONGED APPROACH

In response to the Governor’s declaration of a State Fiscal Emergency, CUSD Superintendent John A. Roach, Ed.D., quickly proposed a three-pronged approach that has been embraced by the CUSD Board of Trustees and stakeholder groups. The following efforts have begun:

FACT FINDING/COST CUTTING - SFEWG

Assistant Superintendent Suzanne O’Connell is leading a State Fiscal Emergency Working Group advisory committee representing all District stakeholders. The group is tasked with analyzing potential General Fund cost reductions/revenue enhancements that will total at least $4.5 million, and developing impact statements for consideration in proposing a balanced budget for 2008-09. Meetings began February 7. Updates are posted on the CUSD website.

RALLYING LOCAL MONEY

Jefferson Elementary School Principal Dr. Carol Van Vooren is leading a drive to multiply private and corporate funding sources to help replace the $4.5 million shortfall.

LOBBYING STATE SENATORS

The Board of Trustees is leading a grass-roots local and State advocacy effort. This group, which calls itself, The Heart of Change, has garnered the support parents, teachers, City, business and community members.
